After the last EU enlargement several states have introduced different control strategies allegedly to ensure security, legitimating excessive policing and criminalising Roma groups in order to isolate them from national consensus. The „mechanisms‟ applied for sorting and excluding unwanted Roma communities are grounded in a set of punitive rules enacted through national and local legislation with the purpose of expulsion. While the developments in policymaking as a response to westward mobility in western countries have been extensively discussed, empirical studies on the effects of these measures and on how the targeted groups either comply or circumnavigate these regulations are scarce. Existing studies that describe exclusionary strategies as the mechanisms now applied to Roma minorities in Europe deal with illegal migrants. However, Roma minorities are EU citizens; therefore the two groups may not be comparable and reactions to exclusionary measures are likely different. My ethnographic case study will provide answers on: How do Central European Roma communities react and cope with exclusionary control policies and practices in Belgium compared to the United Kingdom (which exclusionary legal measures can be recognised; do these measures achieve the intended effect; how do Roma migrants experience and react to those exclusionary policies)?
